                  1. INTRODUCTION 

                  Background 

                  The Caribbean College of Family Physicians (CCFP) endorses the participation of early-career family physicians across the Caribbean in the WONCA Young Doctors’ Movements (YDM). These movements bring together doctors in Family Medicine training and those in the first five years of practice, fostering growth, leadership, mentorship, and global participation. 

                  Historical Perspective 

                  WONCA’s YDMs emerged in 2004 with the creation of the Vasco da Gama Movement (now EYFDM) in Europe. Since then, seven regional YDMs have formed, including: 

                  • Rajakumar Movement (Asia Pacific) – 2009 
                  • Waynakay (Iberoamericana-CIMF) – 2010 
                  • Spice Route (South Asia) – 2012 
                  • AfriWon Renaissance (Africa) – 2013 
                  • Al-Razi Movement (East Mediterranean) – 2013 
                  • Polaris (North America) – 2014 

                  These groups collaborate on global initiatives such as FM360 (exchange programme) and ASPIRE (global leadership development). 
                  Purpose of the CCFP-YDM 
                  The Caribbean Young Doctors’ Movement under CCFP aims to: 

                  • Strengthen Family Medicine training and early-career development 
                  • Promote leadership, mentorship, and cross-island collaboration 
                  • Provide a platform for networking, research, and academic exchange 
                  • Connect Caribbean young doctors to WONCA’s global ecosystem 
                  • Increase participation in global conferences, research networks, and observerships 
                  • Encourage and facilitate international exchanges 

                  Need for Operational Guidelines 

                  Given the collaborative, regional and international nature of the young doctor initiatives, structured governance is necessary. These guidelines establish a clear framework for roles, responsibilities, elections, meetings, events, and CCFP-WONCA coordination. 

                  1. OPERATIONAL GUIDELINES 

                  ARTICLE 1: DEFINITION OF A YOUNG DOCTOR 
                  A Young Doctor of the CCFP-YDM is defined as: 
                  A physician in Family Medicine training OR within the first five (5) years of Family Medicine practice. 

                  ARTICLE 2: CCFP-YDM COMMITTEE 

                  The CCFP Young Doctors’ Movement Committee shall include: 

                  1. CCFP Young Doctors’ Representative 
                  2. Representatives of CCFP’s national chapters/territories 
                  3. A Secretary 
                  4. A Treasurer 
                  5. Leads for CCFP-YDM Projects (appointed) 
                  6. CCFP-appointed liaison to WONCA YDM Committee (when applicable) 

                    The Secretary and Treasurer are elected from among CCFP-YDM representatives and work closely with the CCFP Honorary Secretary and Treasurer. 

                    ARTICLE 3: CCFP-YDM COUNCIL 

                    The Council comprises: 

                    1. CCFP-YDM Committee 
                    2. Immediate Past Young Doctors’ Representative 
                    3. Leads of CCFP-YDM projects (global, regional, or Caribbean-wide) 
                    4. Appointed Young Doctor Liaisons to WONCA Working Parties/SIGs 
                    5. Invited observers or partner young doctor groups (non-voting) 

                            ARTICLE 4: DUTIES AND ELECTION 

                            1. CCFP Young Doctors’ Representative
                              Eligibility 
                            • Must be a family doctor in training OR within 5 years of practice at time of election. 
                            • Must be a financial member of the CCFP. 

                            Duties 
                            The CCFP Young Doctors’ Representative shall: 

                            1. Represent Caribbean young doctors within WONCA YDM structures 
                            2. Uphold the YDM Charter and guidelines 
                            3. Serve as a liaison between CCFP and the WONCA Young Doctors’ Movements 
                            4. Promote opportunities for Caribbean trainees and early-career physicians 
                            5. Provide annual reports to the CCFP Executive and the YDM Committee 
                            6. Participate in planning of pre-conferences and young doctor tracks at regional/global WONCA events 
                            7. Support Caribbean chapters in establishing local young doctor groups 
                            8. Act as advisor for Caribbean YDM events and exchanges 
                            9. Facilitate communication with young doctors across the region 
                                      • One term (typically 2-3 years), aligned with CCFP’s internal election cycle. 
                                      • May serve one additional term if re-elected. 

                                              Nomination 

                                              • By national chapters or individual members in good standing 
                                              • Nominee must confirm eligibility and acceptance in writing 

                                              Election 

                                              • Elected by majority vote of CCFP-YDM Committee 
                                              • Ratified by the CCFP Executive Committee 
                                              1. Immediate Past Young Doctors’ Representative 
                                              • Provides mentorship, continuity and institutional memory 
                                              • Supports the current Representative 
                                              • Non-voting role in governance decisions 
                                              1. Representatives of CCFP National Chapters 

                                              Chapter representatives shall: 

                                              1. Meet the Young Doctor definition 
                                              2. Be elected or appointed at chapter level 
                                              3. Strengthen communication between their country and CCFP-YDM 
                                              4. Promote participation in workshops, exchanges, research, and training 
                                              5. Support development of Family Medicine within their local chapter 
                                                      1. Role of Secretary 

                                                      The Secretary shall: 

                                                      • Prepare agendas and minutes 
                                                      • Maintain documentation and communications 
                                                      • Support project documentation 
                                                      • Act as the recorder during all meetings 

                                                      If absent, an acting Secretary is appointed for that meeting. 

                                                      1. Role of Treasurer 

                                                      The Treasurer shall: 

                                                      • Support all financial matters of the CCFP-YDM Fund 
                                                      • Ensure spending aligns with CCFP’s objectives and policies 
                                                      • Maintain records, receipts, and financial documents 
                                                      • Submit annual reports to CCFP Executive and YDM Committee 
                                                      1. Leads for CCFP-YDM Projects 

                                                      Leads shall: 

                                                      • Coordinate Caribbean participation in global YDM initiatives (e.g., FM360, ASPIRE) 
                                                      • Lead regional or island-specific projects 
                                                      • Collaborate with chapter representatives 
                                                      • Report regularly to YDM Committee 

                                                      Nomination & Election 

                                                      • Nominated by CCFP-YDM Committee or chapter leads 
                                                      • Must meet Young Doctor definition 
                                                      • May serve for up to 2 terms 
                                                      1. Immediate Past Project Leads 
                                                      • Support continuity, handover and mentoring 
                                                      • Non-voting role 
                                                      1. Liaisons to WONCA Working Parties & SIGs 

                                                      Liaisons shall: 

                                                      • Represent Caribbean young doctors within a specific WP/SIG 
                                                      • Promote opportunities from the WP/SIG to Caribbean young doctors 
                                                      • Report regularly to CCFP-YDM Committee 
                                                      • Collaborate on projects, webinars, research or joint initiatives 

                                                      ARTICLE 5: CCFP-YDM FUND 

                                                      1. The CCFP-YDM Fund is a designated account managed under CCFP. 
                                                      2. All expenditures must support YDM objectives. 
                                                      3. The Treasurer and Representative must report annually to CCFP Executive. 
                                                      4. All decisions require majority vote of the Committee. 

                                                            ARTICLE 6: FORMAL RELATIONSHIP WITH WONCA 

                                                            CCFP-YDM’s relationship with WONCA shall occur through: 

                                                            1. The CCFP Young Doctors’ Representative 
                                                            2. Chapter Representatives coordinating with regional YDMs 
                                                            3. Liaisons to WONCA Working Parties and SIGs 
                                                            4. National Member Organizations (CCFP Chapters) 

                                                                  ARTICLE 7: LANGUAGE 

                                                                  English shall be the official language for communication and meetings. 

                                                                  ARTICLE 8: MEETINGS 

                                                                  CCFP-YDM Committee Meetings 

                                                                  • Virtual meetings at least every 2 months 
                                                                  • In-person meetings when possible at CCFP or WONCA events 
                                                                  • Extraordinary meetings may be called by the Representative 

                                                                  CCFP-YDM Council Meetings 

                                                                  • At least twice per year 
                                                                  • Used for updates, idea exchange, planning 

                                                                  ARTICLE 9: QUORUM 

                                                                  Quorum is the majority of CCFP-YDM Committee members. 

                                                                  ARTICLE 10: VOTING 

                                                                  • Only Committee members have voting rights 
                                                                  • Each member has one vote 
                                                                  • Representative has a casting vote in ties 
                                                                  • Voting may occur during meetings or electronically 

                                                                  ARTICLE 11: RECORDS 

                                                                  • Minutes must be distributed within 30 days 
                                                                  • Documents stored on a shared digital platform accessible to all Committee members 

                                                                  ARTICLE 12: EVENTS 

                                                                  1. CCFP Regional Conferences & Meetings 

                                                                  CCFP-YDM shall: 

                                                                  • Organize a Young Doctors’ Track where possible 
                                                                  • Offer pre-conference workshops 
                                                                  • Ensure young doctors are represented in scientific committees 
                                                                  1. WONCA World & Regional Conferences 

                                                                  CCFP-YDM shall: 

                                                                  • Participate fully in regional and global YDM pre-conferences 
                                                                  • Promote Caribbean participation in exchange programmes, workshops, and leadership events 
                                                                  1. Caribbean YDM Events 
                                                                  • Local, national or regional events may be organized 
                                                                  • CCFP Executive should be informed 
                                                                  • Events must not conflict with major WONCA YDM global calendar 

                                                                  ARTICLE 13: WEBPAGE, SOCIAL MEDIA & NEWSLETTER 

                                                                  • CCFP-YDM shall maintain an updated webpage under CCFP’s site 
                                                                  • Annual or bi-annual updates shared with WONCA YDM newsletter 
                                                                  • Social media presence to be maintained within CCFP branding rules 

                                                                  ARTICLE 14: LOGOS 

                                                                  • All CCFP-YDM logos must follow CCFP’s Brand & Logo Use Manual 
                                                                  • Must comply with WONCA branding policies when representing WONCA events 
                                                                  • Unauthorized use is prohibited 

                                                                  ARTICLE 15: AMENDMENTS 

                                                                  • Amendments require two-thirds (2/3) majority vote of the Committee 
                                                                  • Must be approved by the CCFP Executive Committee 
                                                                  • Changes affecting WONCA alignment must also comply with WONCA’s guidelines
